1.Face to the global uncertainty, EMDEs' response strategies present four directions: 1. Deepen Regional Integration (Embrace Integration): Regional trade agreements are key to avoiding global fragmentation. The expansion of CPTPP, the ambitions of the African Continental Free Trade Area (AfCFTA), and low tariff barriers brought by agreements like RCEP are shifting the trade focus from a purely global market orientation to a trade cycle centered on regional markets. This resilience in intra-regional trade is becoming an important buffer against global uncertainty. 2. Optimize Trade Costs and Logistics Efficiency (Reduce Trade Costs): Despite the total trade volume remaining steady, "hidden trade costs" arising from non-tariff barriers (such as customs delays and logistics bottlenecks) remain high, even exceeding those in developed economies within EMDEs. Therefore, investing in efficiency reforms for transportation, ports, and digital infrastructure is a direct path to enhancing competitiveness and reducing trade friction costs. 3. Strategically Deploy Industrial Policy (Employ Industrial Policy Strategically): Facing the restructuring of the global value chain, EMDEs need to redeploy industrial policies. The key is that policy intervention must be precise, transparent, and time-bound to promote innovation and employment while avoiding market distortion, especially by prioritizing investment in digital trade and knowledge services to adapt to service-driven economic growth models. 4. Support a Rules-Based System (Support a Rules-Based System): Despite the challenges, EMDEs remain a strong force in promoting the establishment of a predictable, rules-based multilateral system. Reducing trade costs related to the WTO is a crucial issue for enhancing institutional stability.

III. Balancing Supply Chain Resilience and Consumer Demand Despite macroeconomic pressure, global goods trade volume has maintained resilient growth. Some enterprises have effectively hedged uncertainty by adjusting supply chain layouts and inventory strategies, avoiding large-scale decline. However, leading indicators show that the growth rate of external demand is slowing, and manufacturing export orders are shifting from the earlier "advanced sector re-expansion" model to a more cautious adjustment. This suggests that future trade growth will no longer be linear or characterized by wild expansion, but rather a steady growth guided by risk diversification and cost control.
