How Are Sustainability Standards Reshaping Tropical Agricultural Trade? Supply Chain Implications from a Global Study

When Sustainability Standards Enter Tropical Agricultural Trade
In the global agricultural trade system, tropical commodities—such as cocoa, coffee, palm oil, and soy—have always been sensitive nodes in supply chains. They connect Southern producer countries with Northern consumer markets and carry complex controversies over deforestation, biodiversity loss, and labor rights. In response to these challenges, Voluntary Sustainability Standards (VSS) have risen rapidly over the past two decades, becoming a major tool at the level of private governance.
The logic chain of VSS is clear and attractive: consumers are willing to pay a premium for products that meet higher environmental and ethical standards, and producers use this premium to compensate for the extra costs brought by sustainable practices. Trade thus becomes a transmission mechanism for sustainable transformation. However, does this ideal path really hold? A large-scale empirical study recently published in *Nature Communications*, through a systematic analysis of 10 VSS, 7 tropical commodity sectors, and bilateral trade flow data, paints a far more complex picture.
Trade Volume Rises, but Prices Do Not Generally Increase
The study's most central finding is that there is a significant positive correlation between VSS coverage and trade volume. This means that sustainably certified commodities do gain broader space in export markets. From a supply chain perspective, this result is not surprising. Certification reduces information asymmetry between buyers and sellers and lowers transaction costs. Especially for large food companies and retailers, sourcing certified raw materials has become part of risk management and compliance strategies.
However, contrary to the widespread expectation of a "sustainability premium," the study shows that in most cases, VSS coverage is negatively correlated with export prices. In other words, certified products do not sell at higher prices; instead, they may enter the market at lower prices. This finding breaks the core assumption of sustainable trade.
Why does this divergence occur? One possible explanation is that the adoption of VSS promotes improvements in production efficiency and large-scale production, thereby lowering unit costs. When supply increases while the willingness to pay on the demand side does not expand correspondingly, prices naturally fall. Tropical bulk agricultural products themselves have low price elasticity of demand, and consumers' actual willingness to pay for "sustainable" labels may be limited, especially when market supply is abundant.
More importantly, the study points out that only those standards with strict environmental and ethical requirements, accompanied by strong compliance control, actually generate a price premium. This means that not all certification labels have equal market leverage. For producers and supply chain managers, choosing which standard system to adopt directly determines whether the promise of "higher quality at a better price" can be fulfilled.

If price premiums are not universally present, then where exactly does the value of VSS lie? Research offers another important dimension: market access. The adoption of VSS significantly improves export opportunities for developing countries, especially when there is a large "governance distance" between trading partners—that is, the greater the gap in governance levels between two countries, the higher trade barriers typically are, and VSS happens to be able to bridge this institutional friction.
From the perspective of global supply chains, this has far-reaching implications. In an era when the WTO Doha Round is stalled and regional trade agreements are fragmented, private standards have actually assumed part of the function of "rule harmonization." For many tropical agricultural producer countries, especially small and medium-sized enterprises and smallholder farmers, obtaining international certification is equivalent to securing a ticket to global value chains. Even if premium prices cannot be obtained, stable orders and long-term contracts in themselves already constitute a valuable form of supply chain resilience.
But this mechanism also carries implicit risks. If VSS merely becomes a "license" for market access without bringing substantial income improvements, then producers' motivation for sustainable transformation will be greatly weakened. What is even more concerning is that competition among different standards may trigger a "race to the bottom," with enterprises tending to choose the lowest-cost rather than the most effective standards, ultimately hollowing out sustainability goals.
Sustainability Standards in Supply Chain Restructuring
Currently, global agricultural supply chains are undergoing profound structural adjustment. The COVID-19 pandemic exposed the fragility of long-chain supply, geopolitical conflicts disrupted traditional trade routes, and major consumer markets such as the EU have, through mandatory regulations like the Anti-Deforestation Act, embedded sustainability requirements into every link of the supply chain. Against this backdrop, the relationship between voluntary standards and mandatory regulations has become particularly subtle.
On the one hand, VSS can serve as a "ready-made tool" for enterprises to comply with mandatory regulations. Research shows that governments and enterprises are increasingly incorporating VSS into public procurement, free trade agreements, and corporate due diligence systems. On the other hand, excessive reliance on voluntary standards may also lead to "regulatory capture"—large multinational corporations dominate standard-setting and subsequently reshape the supply chain landscape, while the small producers who genuinely need protection are marginalized.
Research shows that the trade effects of VSS are highly heterogeneous. In sectors with high certification penetration such as cocoa and coffee (with 31% to 44% and 15% to 31% of global planting area certified, respectively), sustainability standards have become deeply embedded in the industrial chain. In bulk commodity sectors such as palm oil and soybeans, VSS coverage is relatively low, and their trade effects are also more ambiguous. This sectoral difference reminds us that sustainable trade upgrading is not a linear process, but is jointly shaped by commodity attributes, industrial chain structure, and consumer market characteristics.
Sustainable Trade Upgrading: An Unfulfilled PromiseThe overall conclusion of the study is that VSS has the potential to drive "sustainable trade upgrading," but this potential has not been fully realized in the tropical agricultural products sector. The so-called "sustainable trade upgrading" refers to the gradual increase in the market share of certified products, the gradual transition of production practices toward higher standards, and the eventual internalization of environmental and social externalities. Based on current data, trade volumes are indeed expanding, but price signals have not effectively conveyed sustainable value.
This offers several insights for participants in global supply chains:
First, for producer countries, certification should not be viewed as a panacea for boosting export revenues. A more pragmatic strategy is to select certification systems with strict standards that can generate premium effects while improving production efficiency, and to strengthen bargaining power through collective action.
Second, for multinational buyers, sustainable procurement should not be viewed merely as a compliance cost. If procurement practices are to truly incentivize sustainable transformation in the supply chain, the purchase price must reflect recognition of the value of certified products, rather than using certification as a tool to drive down purchase prices.
Third, for policymakers, the power of voluntary standards is ultimately limited. Research shows that price premiums can only arise when standards are sufficiently strict and enforcement is sufficiently robust. Therefore, public policy should provide institutional support for high-standard VSS while strengthening oversight of "greenwashing" practices, ensuring that sustainable trade is built on genuine results.
Toward Global Agricultural Trade That Combines Resilience and Sustainability
Looking ahead, global agricultural trade will face threefold pressures: climate shocks intensifying supply uncertainty, geopolitics reshaping trade relations, and rising consumer demands for transparency and accountability. In this environment, sustainability standards will not disappear, but their role will continue to evolve.
Perhaps we should not view VSS merely as a marketing tool, but rather as an experimental node in the global supply chain governance system. It exposes the boundaries of private governance and reveals the complexity of the interaction between trade and rules. As this study shows, the impact of sustainability standards on trade is real but far from unidirectional. To make trade a true engine of sustainable development, more refined mechanism design, stricter standard enforcement, and fairer value distribution are needed. And for every participant in the global supply chain, understanding this complexity is itself the first step toward a more resilient trading system.
